SKT Dual Theme: Auto Scroll

When I am in the first part of the web page and I scroll down: it goes to the last section of the initial page very fast. If I am in the last part of the main page and press the DOWN-arrow key: it jumps directly up and goes to the first section of the main page. I would like to change this, respectively disable.
