    cannot change the colour of one specific bar and adjust the logo to mobile screen

    Kindly go to Appearance >> Customize >> Basic >> Scroll down to find Custom CSS and paste there:

    .head-info-area {
  background: #fff;
}

@media screen and (max-width:479px) {
.logo img { width:100px !important;}
}
