I have this issue in ( SKT Design Agency ) Order #19570
under OUR WORKS Title
(Sorry, photo gallery is empty)
and in WordPress – Theme options – Sections – Section 1 – Owr Works – Section Content

Yes you have to go to WordPress admin panel>photo gallery and add gallery on left hand side.

This video starting part on how to add photo gallery please check it. Ignore shortcodes and album part which is for another theme:
