section appears to be a hyperlink, but it isnt

One of the first sections of the Skt-White-Pro theme (our services) look like hyperlinks. When the visitor of the website moves his cursor over the boxes, the cursor changes in to an hand-icon. When the visitor clicks, nothing happens. He has to hit the read more button. This is very confusing and not userfriendly.
Is there a way to change the hole textbox to an working hyperlink?

Yes this would mean editing the code in index.php
