Menu not Showing on Mobile

I am using SKT Laptop Repair Pro, and the menu shows up when I am signed in as my admin user, but not when I am not signed in – works fine on desktop, just not mobile. I have added

@media screen and (max-width:1023px) {
.touchon #topmenu { display:block !important;}
}

to my custom CSS, and still no go

The preview shows it working on mobile, but it only works when logged in to wordpress currently.
