    I need your help as soon as possible, since I’m on deadline. I’m using local business theme but the ‘get free consultation’ section doesn’t appear, and what to fill for
    section ID and Section CSS class

    Kindly show us your website URL.

    You can use section ID for onepage website and Section CSS for styling the section.
