How to lock the three boxes

I want to know (if you can) how can I lock the sliding of the three pits when I flow my home page. I wish the three boxes are always visible.

I wish the three top placed boxes are static or would like to remove the appearance effect when you scroll down the page.
How can I do and if I can make the requested change?

thank you so much of the answer, but I think I did not explain very well.

I do not want to eliminate the three boxes, but I want to eliminate the pop-up effect when you scroll down the home page.

But I would like my basic home page was with the three boxes always in sight.
