    Is there any way to work on a theme before assigning it to a domain?

    Yes of course all you need to do is then transfer the site along with the database. wp-options table hold the theme options database so it needs to be ported as well.

    It looks like you’re giving me instructions on what to do after the site is completed. I would like instructions on how to work on a theme before assigning it to a domain.

    Before there aren’t any such suggestions just start using it. Our themes work even on localhost/local servers as well.
