why does this short code only work so long as it is associated with wrapperfourth?

I tried removing the other 3 sections and moving the code to section 1 but all I ever got was the title – the short code itself never actually worked until I re-enabled the 4 sections again and then hid the 3 sections I didn’t want.
Shouldn’t the short code work regardless of which wrapper its associated with?
