Hover arrows in Build Pro Footer

For whatever reason the footer arrows in site nav widget two in the build pro theme wont turn blue even after I’ve changed colors in .css Had same problem initially with link in headertop but it eventually changed. Could you provide custom css for me? thanks

I altered the png. arrow to desired color just uncertain how to update theme. If its not a style issue its an html or php ? issue? Do I have to open this in Dreamweaver or can I do it in WordPress? Not a code guru by any stretch, a customizer who needs help

And paste it in wp-content/themes/skt-build-pro/images
