Excerpt not working

Excerpt not working on the footer where it displays Latest Ports.
It does work on the page that displays all of my posts, just not on the footer

The footer now is matching what page is displaying, but excerpt is still not working.
On each Post I have enabled Excerpt in Screen Options and I have placed excerpt comments, but they are not been displayed.
