Anchor in top menu

Hello, I have anchor on homepage and I tried to add link to this anchor to menu. When i’m on homepage it works fine. But from other pages the link doesn’t works. Only I open it in new tab it works fine. I lost a lot of time on it, but still don’t solve it.
Second problem is with hilighting active link. When on the homepage there are hilighted both link home and anchor link.
I can solve it by javascript but I don’t want make unnessesary unconceptual solutions. I made service account so it’s possible to login as admin and look for necessaries.
