add a subscribe newsletter section

Hi, I want to add a subscribe section. I see how to change the info under the appearance section.
I would like to understand, where does the signup info that is received “go” to and how is it managed? Meaning, where do I see who subscribes and how do I send out updates to the people who subscribe? Do I need another widget to manage this and if so, which one do you suggest.
